Vietnam – Guangdong – Hong Kong – Macao Greater Bay Area Business and Investment Connection Forum

Sunwah – On December 20, 2024, the Vietnam – Guangdong – Hong Kong – Macao Greater Bay Area Business and Investment Connection Forum successfully took place at the Melia Hotel in Hanoi, Vietnam. This significant event brought together over 250 representatives from government agencies, chambers of commerce, trade organizations, and leading enterprises from Vietnam and the Guangdong – Hong Kong – Macao Greater Bay Area. The forum was organized by the Chinese General Chamber of Commerce (CGCC), the Guangdong – Hong Kong – Macao Greater Bay Area Entrepreneurs Alliance (GBA Alliance), the Hong Kong – Vietnam Chamber of Commerce (HKVCC), and the China Council for the Promotion of International Trade Guangzhou Committee (CCPIT Guangzhou), in collaboration with the Foreign Investment Agency (FIA) under the Ministry of Planning and Investment of Vietnam and the Hong Kong Economic and Trade Office in Singapore (HKETO). The event was strongly supported by the Vietnam Chamber of Commerce and Industry (VCCI) and sponsored by Sunwah Group (Hong Kong), Kinh Bac City Development Corporation, Rox I-Park Vietnam Investment and Development JSC, Sembcorp Parks Management Pte Ltd, Guangzhou Baima Business Management Co., Ltd., and LOF International Dairy JSC.

The forum was one of the key activities during a visit by a delegation of over 60 entrepreneurs from Hong Kong and the Guangdong-Hong Kong-Macao Greater Bay Area to Vietnam from December 16 to 20, 2024. This forum presented a vital opportunity to strengthen and develop strategic partnerships between Vietnam and the Greater Bay Area while creating broader collaboration opportunities in investment, trade, technology, and infrastructure.

 

From the Vietnamese side, Ms. Nguyen Thi Bich Ngoc, Deputy Minister of the Ministry of Planning and Investment, and Mr. Nguyen Anh Tuan, Deputy Director of the Foreign Investment Agency, delivered insightful remarks regarding new policies and future cooperation opportunities in Vietnam. Additionally, the event was honored to welcome senior leaders from the Vietnamese and Chinese government, including Mr. Pham Thanh Binh, Deputy Minister of Foreign Affairs; Mr. Hoang Quoc Khanh, Vice Chairman of Lao Cai Provincial People’s Committee; Mr. Bui Quang Hung, Deputy Director, Department of Trade Promotion, Ministry of Industry and Trade; Mr. Li Zhen Min, Trade Counselor at the Chinese Embassy in Vietnam; Ms. Zhang Yan, Deputy Director General of China Council for the Promotion of International Trade Guangzhou Committee, and Mr. Alfred Tang, Deputy Director of the Hong Kong Economic and Trade Office in Singapore, who shared key strategic cooperation initiatives between the two countries.

 

The forum also welcomed Dr. Jonathan Choi, Standing Committee Member of the National Committee of the Chinese People’s Political Consultative Conference (CPPCC), Chairman of the Chinese General Chamber of Commerce (CGCC), Chairman of the GBA Entrepreneurs Alliance, Founding Chairman of the Hong Kong-Vietnam Chamber of Commerce, and Chairman of Sunwah Group (Hong Kong); Mr. Jesse Choi, Chairman of the GBA Entrepreneurs Alliance Vietnam Chapter, Executive Chairman of the Guangdong Business Association in Vietnam, Director of Sunwah Group, and Regional Director of Sunwah Southeast Asia of Sunwah Group; and Mr. Jason Choi, Vice Chairman of the Guangdong-Hong Kong-Macao Bay Area Entrepreneur Alliance (GBA) and Regional Director of Sunwah Group in GBA, China. The presence of these leaders showcased a strong commitment and determination to foster sustainable cooperation between Vietnam and the Greater Bay Area, creating new opportunities for long-term collaboration and laying a solid foundation for mutual prosperity and sustainable development.

 

In his opening address, Dr. Jonathan Choi emphasized the strategic significance of cooperation between Vietnam and the Greater Bay Area. He stated that, with its unique geographic advantages and robust development potential, the region will make significant contributions to Vietnam’s prosperity in the near future. Dr. Choi remarked: “Hong Kong will continue to play its critical role as a bridge, helping Chinese enterprises enter and invest in Vietnam. With Vietnam’s immense development potential, this is a golden opportunity for businesses from Hong Kong and the Greater Bay Area to explore and prosper.”

In her welcome speech, Ms. Nguyen Thi Bich Ngoc, Deputy Minister of the Ministry of Planning and Investment of Vietnam, reaffirmed the Vietnamese government’s commitment to building a favorable and attractive investment environment, particularly in manufacturing, high-tech industries, and infrastructure development.

Ms. Zhang Yan, Party Committee Member, Deputy Director, and Level-2 Inspector of CCPIT Guangzhou, shared critical messages about promoting trade and investment cooperation. She emphasized Guangzhou’s role as a leading economic, trade, and international exchange center in China. The Greater Bay Area is China’s most vibrant and open economic region, with a GDP exceeding 14 trillion RMB in 2023 and home to globally influential enterprises like Huawei, Tencent, and BYD. Ms. Zhang Yan highlighted the strong partnership between Guangzhou and Hanoi, deepened through economic, trade, and transportation projects, such as international rail and air routes. CCPIT Guangzhou remains committed to supporting international enterprises, including Vietnamese firms, in collaborating with Guangzhou businesses across key industries, promoting economic exchange, and expanding international markets.

The event also featured prominent speakers from government agencies and industry associations. Mr. Nguyen Anh Tuan, Deputy Director of the Foreign Investment Agency, provided an overview of Vietnam’s investment environment and highlighted the country’s incentive policies to attract foreign capital

Representing the Ministry of Industry and Trade of Vietnam, Mr. Bui Quang Hung, Deputy Director General of the Vietnam Trade Promotion Agency, shared insights into the extensive trade cooperation opportunities between Vietnam and the Greater Bay Area, highlighting new potential in the fields of import-export, manufacturing, and services.

Mr. Gao Xiaodong, Director of the Liaison Department of CCPIT Guangzhou, presented on the topic The Advantages of the Greater Bay Area and Potential Cooperation Opportunities in Traditional and Emerging Industries between Vietnam and the Greater Bay Area. Finally, Mr. Jesse Choi, Chairman of the GBA Entrepreneurs Alliance Vietnam Chapter, announced specific cooperation proposals and plans to support Greater Bay Area enterprises in investing and partnering with Vietnam. He stated that the Alliance would implement initiatives such as promoting Vietnam’s investment environment, facilitating business connections, organizing field visits, hosting investment forums, and providing one-stop support services to ensure seamless cooperation and achieve investment goals.

A key highlight of the event was the signing of a Memorandum of Understanding (MOU) between CCPIT Guangzhou and the Hanoi Chapter of the GBA Entrepreneurs Alliance. Mr. Gao Xiaodong and Ms. Le Thi Thu Lua, Secretary General of the Hong Kong-Vietnam Chamber of Commerce and Hanoi Chapter of the GBA Entrepreneurs Alliance, represented the signing parties. This ceremony marked a significant step in formalizing collaboration and further strengthening strategic partnerships between Vietnam and the Greater Bay Area.

The forum marked a pivotal step toward fostering sustainable and long-term cooperation between Vietnam and the Greater Bay Area, creating exceptional growth opportunities for businesses in both regions across vital economic sectors.
